access time n. 1. The hour of local television programming set aside in the US within the four-hour prime time block created by the FCC’s 1972 prime-time access rule. In most cases, access time is the hour between 7:00PM and 8:00PM (in the US Central Time Zone this is the hour between 10:00PM and 11:00PM). 2. The time taken to retrieve data from a storage device. For example, with a computer hard drive, the elapsed time from when the data request is made until the data is available in RAM. Compare latency; round-trip time; transit delay.
